PROCEDURE OF THE ENROLMENT
- For disabled citizens, parents of disabled children, their assistants and trustees - if passport and document confirming their belonging to the definite target group are available
- For students, post-graduate students and specialists - on the basis of agreements with organizations and departments of higher educational establishments or the special permission given by the Library's Administration if passport and document confirming their belonging to the proper profile organization are available
READERS
Over 3000 people:
- Visually impaired people;
- Other categories of print handicapped readers: people with physical or age-related disabilities, or dyslexia;
- Professionals in the field of correctional pedagogy, social work and rehabilitation medicine;
- Leaders of NGOs who promote independent living of people with various kinds of disabilities;
- Parents of children with disabilities.
HOME LOAN DEPARTMENT:
Home loan service is organized for readers who have difficulties with visiting NRSL. At present, 110 Library's readers receive books with home delivery.
Procedure of the enrolment: a personal application form must be applied to the Director of the Library together with the recommendation from NGO of disabled people or social patronage service.
CORRESPONDENCE LOAN DEPARTMENT AND BOOK LOAN STATIONS IN NOVOSIBIRSK REGION
The Library provides services for over 600 people of the Novosibirsk region through Correspondence Loan Department (sending books by post to readers who live in distant districts) and organization of special stations of library information service for disabled people. At present, a number of such stations work at local organizations of the All-Russia Association of the Blind in 10 districts of the Novosibirsk region, the others are available in central libraries in 14 districts of the Novosibirsk region and the rest are in local organizations of the All-Russia Association of Disabled People in Zheleznodorozhny and Zayeltsovsky districts of Novosibirsk.

COLLECTIONS
- Over 118,000 editions, including first of all books, aids and periodicals in alternative formats: Braille, audio, large print, tactile graphics and Moon
- Over 3,000 home and foreign editions on social work, rehabilitation and integration of people with disabilities
- Collection of video materials, including feature and educational methodological films, which reflect principles of independent living of disabled people
DATABASES
Databases include descriptions in many aspects of more than 2,000 home and foreign organizations: their missions, directions of activity, services provided, programs that have been fulfilled and are being fulfilled, resources and many other aspects.
TECHNICAL MEANS
The Library has a unique set of adaptive technical aids for blind and visually impaired users, including computers with Braille displays and monitors with large diagonals, Braille printers, devices for producing tactile graphic materials, reading machines, electronic magnifiers (CCTVs) and special software for non-visual work in Internet.
